Moldovan prime minister holds consultations with trade unionists, employers

Acting Prime Minister Iurie Leanca today held consultations with representatives of the National Confederation of Trade Unions (CNSM) and the National Confederation of Employers (CNPM), who made proposals on the cabinet’s action programme.

Thus, CNSM's proposals refer to social partnership, wages, taxation of private people, insurance and social protection, health and safety at work, improving the living standards and protecting domestic producers. Unionists rely on developing a simplified formula for calculating pensions, reducing the tax burden for low-income individuals and non-taxation of incomes under the subsistence level, initiating negotiations to implement the provisions of the Platform on Social Dialogue in Moldova and others.

For their part, employers proposed that the future government’s action programme includes reducing the number of permissive acts, demonipolisation of the pharmaceutical markets, insurance markets, oil markets and banking system. Another suggestion regards combating unfair competition and building the capacities of the national authorities in the competition sector.

CNPM representatives recommended the government not to allow reviewing and approving of regulations and draft normative and legislative acts, including legislative initiatives submitted by MPs on the business environment, without the approval of the Working Group on entrepreneurship activity regulation.

CNPM volunteered to participate in drafting a new Tax Code and insisted on its approval by late 2015.

Both sides welcomed the intention of Prime Minister-designate Iurie Leanca to hand down the government’s social dialogue coordination responsibilities to the deputy prime minister holding the economics portfolio. According to representatives of Trade Unions and Employers this would facilitate removing the signaled difficulties.

Iurie Leanca reiterated the need to implement drastic measures to combat corruption and carry out the justice reform.

"We need these consultations. In some areas, we need new approaches. We realised a long time ago that we will not be able to achieve results without a fair justice system. The effects of our efforts to combat corruption and reform the judiciary are robust. That is why, we must radically change many things in the country to have a freer business environment and happy employees," said Iurie Leanca.

The consultations held by incumbent Prime Minister Iurie Leanca, nominated as candidate for the office of premier of the new government, for developing the cabinet's action programme, started on 30 January.

Moldovan PM starts preparation for new programme on American assistance

Prime Minister Iurie Leanca today had a meeting with representatives of state institutions in charge of enforcing the Compact Programme, financed by the U.S. Government via the Millennium Challenges Corporation.

The participants in the event ruled to set up a working group meant to assess the performance achieved by Moldova in meeting the goals of the Compact programme and to identify actions that would ensure the country’s eligibility for a new programme of the Corporation.

In the context, Leanca touched upon the need to boost the fight against corruption, ensure a permanent economic growth, strengthen energy security and to draw investments by a higher degree of transparency, responsibility, as well as law supremacy. The issues were discussed at a phone conversation between Iurie Leanca and U.S. Vice President Joe Biden.

Leanca said “It is needed to strengthen our efforts, all state institutions, including the prosecution, National Anti-Corruption Centre, Court of Accounts in order to move forward in the reform process, in order to consolidate the democratic state and optimise the governance”.

Moldova benefitted from national road and irrigation system restoration projects amounting to 262 million dollars, within the Compact programme.

Moldovan PM, EBRD high-ranking official tackle water supply projects-related issues

Prime Minister Iurie Leanca today met Director of Municipal and Environmental Infrastructure at the European Bank for Reconstruction and Development (EBRD).

The officials addressed the launching of a new project on financing of works of restoration of the drinking water supply and sewerage system in the southern region of Moldova.

The project includes the rehabilitation of the Leova–Cimislia–Basarabeasca aqueduct, which supplies drinking water from the Prut river, and expanding of the distribution networks in the districts related to the project. At the same time, it also focuses on the development of a modern management that would ensure the efficiency of use of investments, as well as modernisation of the entire cycle of operation, treatment, transport and supply of drinking water in the region.

Under the project, the EBRD’s financial support is to cover the working out of the feasibility study on construction of the Leova–Cimislia–Basarabeasca aqueduct, development of this investment, expanding of water supply to six districts from southern Moldova and reviving of water and sewerage operators, by initially developing a private modern management.

Leanca praised EBRD’s assistance provided to Moldova and was confident that the cooperation project would essentially contribute to modernise infrastructure and develop this region.

Similar projects also were launched by the Moldovan government, in partnership with EBRD. Thus, the project on improving water supply in northern Moldova, which has a 30-million-euro budget, out of which 10 million euros are BERD’s and European Investment Bank’s contribution, the other 10 million being offered as grant by the Neighbourhood Investment Facility, is under way. The project is meant to maintain and expand the water supply system to settlements of the Soroca, Floresti, Drochia, Riscani, Singerei, Telenesti districts and Balti municipality. The project on construction of the Chisinau – Straseni – Calarasi aqueduct, with an estimative budget of about 7 million euros, which also includes the gradual connection of about 20 rural settlements situated along the water supply network, is also under way.

Moldovan premier, winemakers continue talks on winemaking-related area

Prime Minister Iurie Leanca met winemakers, in order to continue talks on problems in the sector. Emphasis was put on the measures that might be taken, to help winegrowers and winemakers within the sale-purchase of grapes.

The sides also considered measures proposed both by the winemakers and authorities at a meeting on 29 August, in order to diminish the wine stocks that cannot be sold and, partially, this year grapes.

The sides also referred to negotiations held by the government with the European Investment Bank on giving winemakers loans on easy terms when purchasing grapes from winegrowers.

At the end, the prime minister and the winemakers agreed to continue talks next week.

Moldovan government earmarks 146 million lei to back farmers

The government today approved a regulation on the way of providing financial support to fruit and vegetables producers.

The regulation establishes the requirements for those who can ask for financial support, the product categories for which aid is given and the procedure for the distribution of money. Under this document, the state will provide compensation for selling plums and apples (summer varieties).

The production volume for which financial aid is awarded amounts to about 100,000 tons, of which 60,000 tons of apples and 40,000 tons of prunes. To compensate the farmers’ losses, the state will provide 1.5 lei for each kilogram of apples sold and 1.2 lei per kilogram for plums. The total amount earmarked by the government to this end is 146 million lei.

Agricultural producers, private people and legal entities, legally working as entrepreneurs in the field and presenting documents confirming the sale of production to processing units, will benefit from this assistance. The authorities will provide compensation for plums sold by 15 September and apples sold till 30 September. The financial assistance will be provided through the Agency of Payments and Intervention for Agriculture (APIA).
