The government, at a today’s meeting, approved amendments to the regulation on the verification of projects and carrying out of constructions and their technical expertise.

 

The amendments are prompted by the need to improve certain provisions of the regulation, which regard the upgrading the state of constructions according to the technical prescriptions, reducing the degree of constructions’ risk following interventions taking place at the existing constructions and observance of the essential exigencies, provided for in the law on the quality in constructions.       

 

Thus, the draft regulates the following aspects:  

 

- managing the process of supervision and guiding the activities as to the technical verification and expertise of projects and constructions by an empowered authority;  

 

- ensuring the submission of projects for verification/expertise by owners/investors and settlement by designers of non-conformities and inconsistencies signaled by verifiers of projects recorded;   

 

- making amendments to the estimate documentation if, after the issuance of the town-planning certificate, new normative documents are approved or changes are made to the present ones;  

 

- general compulsory expertise of projects of national interest, of special importance, of projects worked out based on special technical conditions, as well as of projects elaborated abroad;   

 

- removing the risk of abuse in the process of verification/expertise of projects and constructions, etc.  

 

The new amendments will help enhance the quality of technical verifications and expertise of projects and constructions, removing obstacles faced by owners and users of constructions in the projects of verifying projects and technical expertise of the present constructions and objects under construction/renovation, improve the quality of services provided in the field.    

 

In this way, decision-makers will remove the unfair competition in the process of verification/expertise and will allow more categories of users and owners of constructions to ask for the verification of projects and qualified technical expertise of constructions.
