Moldova's progress on Cluster III, assessed by the RM-EU Association Subcommittee

16 January 2026, Chișinău – The latest developments in European Union policies and legislation, as well as Moldova's progress in implementing its European integration agenda, were discussed at the 8th meeting of the RM-EU Association Subcommittee within the group of chapters related to Cluster III: energy, transport, environment, climate action, and civil protection, created on the basis of the RM-EU Association Agreement.

 

During the meeting, representatives of the Moldovan authorities, coordinated by the Head of the Bureau for European Integration, Mr. Ghenadie Marian, presented the reforms implemented and the actions taken to harmonize national legislation with the EU acquis and strengthen implementation capacities after completing the analysis of national legislation in relation to that of the European Union in the five sectoral areas.

 

Ministry of Energy presented the achievements in the process of transposing the EU and Energy Community acquis, the implementation of energy infrastructure projects, the strengthening of energy security and efficiency, the promotion of renewable energy, as well as developments in energy product prices.

 

Ministry of Infrastructure and Regional Development presented the main developments in legislative reform and harmonization in the road, rail, and river transport sectors. Air transport is discussed separately, at a technical level, within the framework of the RM-EU Agreement on the Common Aviation Area. At the same time, the parties exchanged information on the implementation of transport infrastructure modernization projects financed with EU support.

 

Ministry of Environment highlighted the progress made in fulfilling the commitments undertaken under the Association Agreement, alignment with the Energy Community acquis and EU positions in multilateral forums on climate change. Achievements in strengthening institutional capacities in the field of the environment were also presented, with a focus on environmental governance, air and water quality management, waste management, nature protection, and industrial pollution prevention.

 

In the area of civil protection, the General Inspectorate for Emergency Situations of the Ministry of Internal Affairs presented the actions taken by the Republic of Moldova to align with EU standards in the field of prevention, preparedness, and response to exceptional situations.

 

European Commission representatives welcomed the remarkable progress made by the Republic of Moldova in recent years in its European Integration process, including in the areas of energy, transport, environment, climate action, and civil protection. The meeting reconfirmed the existence of a close dialogue at expert level and an ambitious common agenda for the coming years.
