Prime Minister Ion Chicu chaired a cabinet meeting, which had 26 drafts on its agenda.

In the beginning of the meeting, the PM referred to the alarming statistics in terms of the number of confirmed cases of infection with COVID-19 and the fact that many people and organizations still do not observe the requirements of social distancing and personal hygiene. Chicu announced the cabinet’s intention to adopt a decision, under which restrictions are to be imposed on the carrying out of economic activities.  

Interior Minister Pavel Voicu presented for approval a regulation on the organization and work of the Interior Ministry’s (MAI) Information Technologies Service. The regulation establishes the organizational structure and the limit staff of 110 units. The goal pursued is to enhance the efficiency of the Service, ensure the continuous development of the information infrastructure and digitalize the processes in the fields within the competence of MAI.  

The cabinet of ministers approved a string of amendments to the regulation on the driver’s licence, organization and holding the examination for getting the driver’s licence and the conditions for admission to the road traffic.

The goal of the amendments is to simplify the process and reduce the consumption of time for the re-establishment of the driver’s licence in case of its loss. If the driver’s licence is lost or spoiled, no medical certificate will be needed, within the limits of the validity of the earlier driver’s licence.  

Deputy Prime Minister Finance Minister Sergiu Puscuta presented a report on the starting of talks on a framework agreement between Moldova and the Council of Europe Development Bank for the carrying out of the project, Emergency response to COVID-19 and support for small- and medium-sized enterprises.   

The project has two components: Health component, amounting to 40 million euros and the Support to Small and medium-sized Enterprises component, worth 30 million euros.  

The Health component will be meant for buying medical equipment and consumables, rehabilitating medical institutions, mobilizing additional expertise for fighting COVID-19.  

The Support to Small and medium-sized Enterprises component will be meant for financing the working capital and the needs of investments of small and medium-sized enterprises hit by the crisis, in order to preserve jobs.   

Agriculture, Regional Development and Environment Minister Ion Perju unveiled for approval a draft on starting negotiations between the Moldovan government and the UN Food and Agriculture Organization, in order to implement the project, Integration of adaptation in planning processes, to reduce the vulnerability to the climate changes locally and centrally in Moldova’s farming sector.

The project’s goal is to promote the national plan on adaptation to climate changes in the farming sector. The project sees technical assistance in grant worth 0.685 million dollars.

Education, Culture and research minister Igor Sarov presented a draft law on the ratification of the agreement on financing between Moldova and the International Development Association, signed on 19 May 2020.   

The agreement’s implementation period is five years, starting from 2020 till 2025.

The accord’s goals are to improve the mechanisms of ensuring quality in the higher education, in order to generate qualified labour force and improve the education process’ orientation on the labour market. Within the agreement, the World Bank will provide Moldova with 35.7 million euros as foreign state loan.
