The cabinet of ministers has considered and voted the draft law on the state social insurances budget for 2021.  

According to the government’s communication and protocol department, the state social insurances budget for 2021 was estimated at 25 billion lei in terms of incomes and expenses and is estimated, taking into account the state budget means, at about 3.2 billion lei, meant to cover the deficit of own means.

Thus, the incomes of the state social insurances budget for 2021 are estimated to increase by 1.6 billion lei. The general resources of the state social insurances budget will account for 61.1 per cent and the transfers from the state budget – 38.9 per cent.

The overall spending of the state social insurances budget for 2021, included in the programme 90 Social Protection, was estimated at 25.1 billion lei   

„The compulsory state social insurances contributions were forecast at over 15 billion lei, up by about one billion lei (7.5 per cent) against the sum of contributions specified for 2020.

The transfers received within the national public budget, forecast for 2021, were included in a volume of 9.7 billion lei.

Under the draft, expenses worth 2.8 billion lei are forecast within the sub-programme, Protection of family and child, by 15.4 per cent more against the sum specified for 2020. The money will be meant for:  

increasing the quantum of the one-off child-birth allowance from 8,299 to 9,459 lei;  


increasing, as of 1 January 2021, by 100 lei of the quantum of the monthly allowance for taking care of the child till the age of 2 years, non-insured people;  

increasing, starting from 1 January 2021, by 50 lei of the quantum of the monthly support allowance for the bringing up of the twin children or more children from a single pregnancy till the age of 3;   

increasing, as of 1 January 2021, by 100 lei of the minimal quantum of the allowance for bringing up the child till the age of 3 years, non-insured people.  

In 2021, the government comes up with increased allocations for all beneficiaries of social benefits, including veterans. So, starting from 1 January 2021, the quantum of state monthly social allocation will be increased for:  

the participants in the combat actions for the defence of Moldova’s territorial integrity and independence, as well as the people who participated in the combat actions in Afghanistan and on the territory of other states from 300 lei to 500 lei;   

people with disabilities in the wake of the war, disabled people in the wake of the relief works at the Chernobyl nuclear power station by 100 lei or from 700/550/475 lei, according to the severity, up to 800/650/575 lei;   

the people who were awarded orders and medals for assiduous work and impeccable military service in the rear of the front during the World War II by 100 lei from, 175 lei to 275 lei.

Also beginning with 1 January 2021, decision-makers establish the right to monthly state allocations to new categories of residents in a quantum of 300 lei. Among the beneficiaries, there are: participants in the Chernobyl accident relief works, who are not involved in degrees of disability; the people who in 1986 came from abroad and received Moldova’s citizenship; people who participated in nuclear experiences, accidents with ionizing radiation and in the liquidation of consequences from civilian or military atomic objects while fulfiling the military or special service.

Prime Minister Ion Chicu highlighted the increase, in last November, of the incomes registered in the state budget. ‘’We notice that, in November 2020, one records a significant increase in incomes against November 2019. Both in the state social insurances budget and the mandatory health insurances accounts, we point out internal collections by 15-16 per cent higher against the same period of the year before,’’ the prime minister said.
