2025 Enlargement Report for Moldova, analysed at the National Conference

11 November 2025, Chișinău – Over 400 participants – representatives of the government, business sector, civil society, academia, and international partners – attended today's Conference ‘2025 Enlargement Report 2025: Progress and Future Priorities of the Republic of Moldova’, organised by the Bureau for European Integration.

 

At the opening of the event, Deputy Prime Minister for European Integration Cristina Gherasimov spoke about the joint efforts of those involved in the negotiation process and the importance of the Report for Moldova, published by the European Commission last week: ‘Today's dialogue is very important in order to listen to the opinions and recommendations of society and partners on how we can, together, ensure an even better Enlargement Report for the coming year. What we are doing as a country is preparing the Republic of Moldova for accession to the European Union. We are doing this for ourselves, not for Brussels’.

 

Prime Minister Alexandru Munteanu spoke about the government's determination to continue the reforms necessary to accelerate Moldova's accession to the European Union. The official noted that, despite all the challenges, state institutions have coped with dignity: ‘Our country has made the biggest leap in its level of preparedness for accession since obtaining candidate country status. In just one year, the Republic of Moldova has made four times more progress, despite all the difficulties, thanks to people who have not stopped moving forward and, in recent years, have worked ten times harder. We know that it is not easy and that we have a lot of work to do. Our home is Europe. We must understand that we are not going to Europe, but bringing it home to the Republic of Moldova’.

 

The special guest of the event, European Commissioner for Enlargement Marta Kos, congratulated the Republic of Moldova on its progress and noted that our country is ready to open negotiations on the first groups of chapters: ‘The Republic of Moldova has made the most progress annually of all the candidate countries, and I am very proud of you. You are truly determined to become a member of the European Union. The progress you have made is significant and consistent. Congratulations! In 2025, you have managed to get closer and closer to the EU. Your ambitions are very high, but they are also realistic’.

 

In turn, the German Ambassador to Chișinău, Hubert Knirsch, praised our country's progress in the accession process and reiterated the support of European partners in this endeavour: ‘Last week's European Commission Report recognised the progress made by the Republic of Moldova. Together with other friends and partners, as well as international institutions, Germany is ready to support the Republic of Moldova both in the accession process and in its economic transformation on its path towards the EU. We want the Republic of Moldova to be strong, sovereign, and secure as a democracy. We stand with you, and together we will succeed!’

 

During the discussion sessions, ministers, members of the working groups involved in the accession process, experts, and representatives of the business community analysed the progress made, our country's level of preparedness, the Commission's recommendations, and the priorities for 2026 for each of the six groups of chapters: Fundamentals, Internal market, Competitiveness and inclusive growth, Green agenda and sustainable connectivity, Natural resources, agriculture, and cohesion, and External relations. The challenges arising in the implementation of the reforms necessary to prepare the country for accession were also discussed.

 

The Conference was organised by the Bureau for European Integration, with financial support from the project ‘Moldova is Europe – Support for EU Integration’ and the Regional Project ‘Public Administration Reform in the Eastern Partnership Countries’, implemented by GIZ with financial support from the German Government.
