The parties continued the debates initiated at the previous meeting by the Delegation of the Republic of Moldova on the illegal presence of the so-called "border guards" in the Security Zone, given the menace they create for free movement and other fundamental rights of the citizens.
We would like to remind that in a document released on 27 May, the Delegation of the Republic of Moldova requested the support of the representatives of the Russian Federation, Ukraine and the OSCE Mission to resume the examination of this issue, to objectively assess the situation and to remove from the Security Zone all structures that are not assigned to the Joint Peacekeeping Forces.
The representatives of Tiraspol refused to include this topic in the agenda and presented a written response to Chisinau’s Delegation request of 27 May, trying to delay a decision of the Commission.
However, the Delegation of the Republic of Moldova will refer the issue to be included in agendas of the Commission’s next meetings in order to determine the removal of the "border guards" and to shatter Tiraspol's intentions to draw a "border" in the Security Zone.
With reference to other current topics, it is worth mentioning the approval of the Joint Military Command’s report on the situation in the Security Zone for 2 – 8 June, and of other 8 reports for the previous periods. At the request of the Moldovan side, the Commission approved a new military observer.
In regards to the early parliamentary elections of 11 July, the Delegation of the Republic of Moldova informed other members of the Joint Control Commission about the Decision of the Central Electoral Commission of 5 June 2021 to organize polling stations for voters in the Transnistrian region.
The Delegation of the Republic of Moldova made an appeal towards the co-chairs and other representatives of the Joint Control Commission not to admit actions that could jeopardize the smooth running of the electoral process. The appeal was made in order to ensure adequate conditions for the activity of the electoral officials and accredited observers, as well as for the free participation of citizens in the voting process. The discussion of these issues will continue at the working group for the activity of law enforcement bodies operating within the Joint Control Commission.
