Review of the year 2022 in the sphere of the country's reintegration policies

In 2022, the Deputy Prime Minister for Reintegration and the Bureau of Reintegration Policies, together with the national authorities, focused on promoting coherent and uniform policies for the reintegration of the country, which were effectively coordinated inter-institutionally, focused on solving the urgent problems faced by citizens and on the advancement in achieving the desired goal of restoring unique national spaces.
Among the achievements of 2022, the following can be highlighted:
- completion of the implementation process of the 48 sustainable development projects in the perimeter of the Security Zone, approved by Government decisions no. 410/2022 and no. 696/2022, in the total amount of 19.6 million lei that were financed through the program of activities for the reintegration of the country for the year 2022;
- by Government Decision no. 191/2022, the new composition of the Governmental Commission for the reintegration of the country was approved, which updated and streamlined the Commission's activity;
- by Government Decision no. 805/2022, improvements were made to the selection, implementation and reporting mechanism of projects financed from the allocations intended for the country's reintegration activities.
- an increasing documentation of the inhabitants and economic agents of the Transnistrian region with national documents was further certified. On 30.09.2022, 358,270 residents residing on the left bank of the Dniester and the municipality of Bender were taken into account, of which 349,188 have the citizenship of the Republic of Moldova, of which 289,484 have an identity card and 325,264 have a passport of the citizen of the Republic of Moldova. At the same time, 2334 companies from the region are registered with the Public Services Agency;
- more than 500 neutral model diplomas, issued by the "Taras Șevcenco" University in Tiraspol, were apostilled according to the requirements of the legislation in force and the understandings agreed by the Protocol Decision of November 25, 2017;
- although the dynamics of registration of vehicles with neutral plates remains low, because Tiraspol continues to limit the provision of primary registration services, in 2022 489 cars were registered (total - 9575 in the period 01.09.2018-30.11.2022, of which at the point of registration in Tiraspol-6646 and in Râbnița-2929). At the same time, the process of issuing national driving licenses to the residents of the Transnistrian region is active, starting from 2017 until 30.09.2022, 27699 national model licenses were issued;
- The road ”Bender-Varnița-Cartierul nordic” was put into operation after reconstruction and modernization thanks to financial support of the European Union.
- the feasibility study for the modernization of the infrastructure of the ferries across the Dniester river belonging to Î.S. "Bacul Molovata" is in the final stages of completion (the study is carried out by a Finnish company);
- all the necessary assistance was provided to the licensed companies in the region that import medicines, food products, etc., while offering them the prospect of integration into the single nomenclature and the authorization of cargo lots introduced in the region in useful terms and respecting the rigors of compliance and security in force;
- ongoing simplified transportation procedure through the internal customs control posts of the agricultural production grown by the farmers from the Dubăsari district who own land along the Tiraspol-Râbnița road and who were provided with unhindered access, throughout the year, to the lands they hold in ownership/possession;
- the 8 Romanian language schools in the east of the country are permanently assisted in order to carry out the educational process without interruption, in good conditions and without challenges;
Aspects aimed at the protection of human rights in the Transnistrian region, including individual cases, represent an absolute priority, especially in the context of the alarming situation in the field, being constantly maintained on the agenda of all dialogue formats regarding the Transnistrian regulation, with the notification of national competent institutions and external actors with capacities to influence processes in the region to contribute to the restoration of violated rights and the observance of universally guaranteed standards. Regrettably, Tiraspol ignored all the initiatives of Chisinau to convene new meetings of the working groups for human rights.
The negotiation formats between Chisinau and Tiraspol were kept active, and in the reference period 9 working meetings of political representatives from Chisinau and Tiraspol took place (27.01, 18.02, 28.02, 24.03, 06.04, 16.08, 05.09, 28.10 and 02.12) and 17 meetings of sectoral working groups (healthcare - 6, agriculture and environment protection - 3, education-2, civil status documents and aspects of population evidence – 2, customs issues, car transport and infrastructure development, telecommunications and postal services, and social issues and humanitarian aid) and 45 meetings of the Joint Control Commission, and the issues addressed were reflected in the corresponding press releases.
In 2022, the Deputy Prime Minister for reintegration and the officials of the Bureau carried out 15 documentary visits to the field, where they had working meetings with representatives of local public authorities, medical and education institutions in the district, economic agents and war veterans (Varnița village from the Anenii-Noi district – February 8; Cocieri village from Dubăsari district – February 17; Molovata Nouă village from Dubăsari district – March 2; Coșnița village from Dubăsari district – March 15; Copanca village from Căuşeni district – April 5; the city of Rezina – May 5; Sănătăuca village and Năpadova village from the Florești district – June 15; Hagimus village from Căușeni district – July 1; Gura-Bâcului village from the Anenii-Noi district – August 5; Talmaza village from Ștefan-Vodă district – August 19; Răscăieți village from the Ștefan-Vodă district – August 26; Nimereuca village from Soroca county – August 29; Vadul-Rașcov village from Șoldănești district – September 15; Japca village from Florești district – November 5 and Cioburciu village from Ștefan-Vodă district – December 22) and 6 visits to education institutions and offices of family doctors in the Security Zone (OMF Cocieri, Dubăsari district - January 19; "Lucian Blaga" Lyceum, Tiraspol - March 24; "Alexandru cel Bun" Lyceum, Bender - April 5; Roghi Gymnasium and "C. Sucitu" Gymnasium from Corjova - September 1; ”D. Matcovschi” Gymnasium from Vadul-Rașcov, Șoldănești district - September 17; Kindergarten Gymnasium from the village of Telița, Anenii-Noi district – November 16).
All the problems discovered during the working visits were taken under control, consulted with the competent central public administration authorities, informing the local actors about the results of the actions taken and those that need to be conducted at the local level.
Multiple working meetings were held with specialized public authorities on various aspects of the Transnistrian issue, and a new meeting of the Government Commission for the reintegration of the country is to be planned for 2023.
In the context of the reorganization of the State Chancellery and the promotion of Government Decision no. 789/2022, the Bureau of reintegration policies as a department within the State Chancellery was partially reformed, without changing the number of personnel units of the Bureau. The Analytical and Information Section was reconfigured, being responsible for the elaboration of analytical summaries about the situation in the Transnistrian region, communication and public information about the activities of the Bureau, as well as the Legal and Security Affairs Service, which will be responsible for the expertise and elaboration of projects of normative acts and for the cooperation with the delegation of the Republic of Moldova in the Joint Control Commission.
For the next period, priority will be given to measures to promote effective and uniform policies for the reintegration of the country, synchronized with the European integration process, to provide essential and qualitative public services to the inhabitants of the Transnistrian region, to ensure assistance for the respect of fundamental human rights on the left bank of the Nistru River and the municipality of Bender, including the right to free movement, the right to property of the farmers in the Dubăsari district and the proper functioning of schools teaching in the Romanian language, to implement new sustainable development projects harmonized in the desire to eliminate barriers between both banks, to maintain the functionality of existing dialogue formats with the promotion of progress in the process of peaceful and sustainable regulation, measures of monitoring and preservation of regional stability/security, etc.
