A new statement on the negotiations on the Transnistrian settlement process in the 5+2 format was approved on December 3, 2021 in Stockholm, during the 28th OSCE Ministerial Council’s meeting under the aegis of the Swedish Chair of the OSCE.
The Ministers for Foreign Affairs of the 57 OSCE participating States reiterated their firm determination to attain a comprehensive, peaceful and sustainable settlement of the Transnistrian issue based on the sovereignty and territorial integrity of the Republic of Moldova within its internationally recognized borders with a special status for the Transnistrian region and called for a rhythmic cooperation at all levels of the negotiation process for continuing the results-oriented approach and for an active engagement during the OSCE Polish Chair in 2022 for achieving tangible progress on all three baskets of the negotiation agenda (socio-economic issues, general legal and humanitarian issues).
The need to fully implement the commitments reflected in the protocols of the "5 + 2" format and in the so-called “Berlin-plus package” was emphasized, encouraging to develop joint proposals on further confidence-building measures, and to intensify the efforts with regard to the protection of human rights and fundamental freedoms, in view of continuing relevant serious concerns, including in individual cases and in areas directly affecting the daily lives of the local population, thus building a solid foundation for advancing the settlement process.
The governmental officials of the OSCE meeting applauded the interaction between the Sides in the fight against the COVID-19 pandemic and the assistance provided in this regard by Chisinau to the region, including the provision of thousands of doses of vaccines and encouraged to continue on this path and to intensify their interaction on other humanitarian issues for the benefit of the inhabitants on both banks of the Nistru River, including in order to address the issues in the field of auto transport, in accordance with the provisions of the Vienna Convention of November 8, 1968 and the Protocol Decision of April 24, 2018.
As in previous statements, the need to relaunch as soon as possible the "5 + 2" negotiating format was emphasized. The active approach by the mediators and observers in this format was welcomed and the continued coordination of their efforts was encouraged, using the collective potential to promote progress in all dimensions towards achieving a comprehensive resolution of the Transnistrian issue.
