Human rights experts discussed after a break of 18 months

22.11.2021, Chisinau – Expert Working Groups on human rights from Chisinau and Tiraspol held today a meeting after a break of 1 year and a half (the last meeting took place on May 22, 2020). The Moldovan side was represented by experts of the Ministry of Justice, Office of the Ombudsman and the Bureau for Reintegration Policies.
The agenda proposed by Chisinau included topical issues in the field of human rights. It was particularly reiterated the need to identify and implement jointly with civil society organizations from the both banks of the Nistru river and relevant international organizations, an efficient monitoring and intervention mechanism aiming at examining individual cases of human rights’ violation, providing necessary support, disseminating useful informative materials, achieving confidence building initiatives under the umbrella of assistance programs implemented on the territory of the Republic of Moldova.
A series of individual cases of resonance (Glijin A., Horjan O., minor children Paterau E. and M.) have been discussed during the meeting. The need to intensify efforts has been reiterated in order to contribute to the protection/restoration of fundamental rights and freedoms in line with the guaranteed and recognized universal standards.
The Moldovan side also pointed out the indispensability of ensuring appropriate working conditions of penitentiaries no.8 and 12 from Bender, by eliminating the existing difficulties, ensuring permanent free movement of employees to/from their jobs, providing without any barriers with the goods of strict need (food, medicine, fuels, etc), supplying continuously energy resources and communications, removing impediments during escorting of detainees.
With reference to the activity of the People's Advocate Office, the proposal was reiterated to ensure access of representatives of the Ombudsman institution to places of detention, social/health/educational centers from the Transnistrian region.
In turn, Tiraspol experts tackled auto transport issue from the approach of the alleged violation of the right to free movement for some categories of vehicles in the context of the ban applied to the crossing of the Moldovan-Ukrainian state border. The Moldovan side stressed about permanent support measures undertaken for citizens throughout the country, by securing compliance with international/bilateral commitments in force. For instance, these assistance measures are multiple and permanent in the field of health care for residents on the left bank of the Nistru river and Bender (compulsory health insurance, provision of reimbursable medicines, issue of sole vaccination certificates against COVID-19 throughout the country, etc.).
With regard to criminal records and the case of Samonii A. re-addressed by Tiraspol, Chisinau pointed out repeatedly about the need to depoliticize the aspects related to criminal proceedings and to avoid any interference in the activity of the judiciary because this can’t be subject of negotiations and may involve appropriate forms of legal liability.
