The Delegation of the Republic of Moldova requested that the case of unlawful detention of citizen Dorel Rosca in the Security Zone to be included on the agenda of the meeting of the Joint Control Commission of October 7, 2021 held in Bender.
A few days ago, his right to free movement was restricted at an illegal post of the so-called "frontier structures" near Lunga village, after which he was abusively detained and subjected to illegal "investigation" procedures by the representatives of the so-called "mgb". The military observers were unable to travel to the site to clarify the circumstances and document the violation, because of the opposition from Tiraspol representatives in the Joint Military Command.
The Delegation of the Republic of Moldova underlined the constant nature of provocative and destabilizing actions undertaken by structures that are not even allowed to be in the area of responsibility of the Joint Peacekeeping Forces, but which resort to illegal detentions and abductions.
In this regard, the case of abducted citizens a year ago in Camenca rayon is eloquent. Some of them are still illegally detained by Transnistrian forces, who even refuse to provide relevant information to authorities or relatives.
The defiant actions reveal the Transnistrian side's violation of the fundamental human rights and basic acts of the peacekeeping operation on the Nistru river. The fact that the existing peacekeeping mechanisms do not allow effective intervention in such cases reveals the attempt to take the situation in the Security Zone out of the Joint Control Commission’s control.
The Delegation of the Republic of Moldova regrets to announce that once again the principle of consensus for decision-making in the Joint Control Commission, approved in 1992, did not allow the inclusion of this pressing topic on the agenda of the JCC because it was blocked by the Transnistrian side.
Consequently, in the absence of an approved agenda, the meeting could not be opened and the discussions will resume next week. The delegation of the Republic of Moldova, which will chair the meeting, will continue to insist on the inclusion on the agenda of important issues regarding the situation in the Security Zone.
