Full and non-discriminatory observance of the right to education in all schools from the Transnistrian region was discussed by the sectoral experts from both banks of Nistru

23.06.2021, Chisinau – The working group meeting of the sectoral experts on education from Chisinau and Tiraspol was held online for the second time this year. It was also attended by the representatives of the “5+2” negotiation format.
The experts from Chisinau emphasized that the Protocol Decision of 25 November 2017, which refers to ensuring the functioning of the Latin-script schools, is not fully implemented,
although it is a priority of the Berlin Plus Package. The indispensability to fully implement the assumed commitments was reiterated, including the provisions of point 7 of the document mentioned above.
Increased attention was paid to the issue of providing the eight educational institutions teaching in Latin-script on the left bank of the Nistru and in Bender municipality with their own premises. These schools are subordinated to the Ministry of Education, Culture and Research of the Republic of Moldova. Five of them are being forced to rent spaces in the region, while two are being forced to temporarily perform their activity in another locality than the one where students and teachers reside. The representatives of Tiraspol were reminded about the need to present and implement a staged plan for offering/returning their own premises that are accordant to the educational process standards.
Following the discussions from the previous meeting, the issue of summonses addressed to students from the eight educational institutions was again tackled. The students are summoned to enroll into the so-called military centers from the Transnistrian region. The need to refrain from such actions, which intimidate the students and violate their fundamental rights, was require by Chisinau, together with the definitive exclusion of this issue given the existence of studies confirmations and their registration with the competent national authorities.
The necessity to ensure observance in a fair and non-discriminatory manner of the right to education in all schools from the Transnistrian region was also noted, including by removing several systematic deficiencies and by respecting the right to choose the schooling language and field.
The experts from Chisinau also came up with clarifications on some topics added to the meeting agenda by Tiraspol. They mentioned that the aspects related to the authentication of the study diplomas and their use on territories of other states arise from the national and international normative framework in force and from the requirements submitted by the competent authorities of that specific State. Joint inspections may be organized only on the basis of mutual acceptance and coordination and only in the educational institutions renting premises in the region. Explanations have been provided on how to assess qualifications obtained in the Transnistrian region in order to continue studies in the educational institutions from the right bank of Nistru.
