The tragic incident occurred on 11 May 2021 in the perimeter of the Security Zone (Răscăieți village) was brought to the attention of the members of the Joint Control Commission during the weekly meeting of 13 May 2021. The circumstances of the case are being examined by the criminal investigation bodies in accordance with the legal provisions.
The Delegation of the Republic of Moldova addressed the issue through the perspective of the basic acts of the peacekeeping operation on the Nistru river and condemned the presence in the Security Zone of the paramilitary structures that are not included in the contingent of the Joint Peacekeeping Forces, as well as their abusive actions that caused the death of a man.
Tiraspol's representatives to the JCC opposed the discussion of an objective stance on the issue, and Chisinau’s Delegation urged the Delegation of the Russian Federation, the representatives of Ukraine and the OSCE Mission to the Joint Control Commission to contribute to the withdrawal of “border guards” illegally present in the Security Zone, as well as to ensure compliance with the provisions of the 1992 and 1998 Agreements.
During the examination of other issues on the agenda, the OSCE Mission to Moldova was supplemented by one more representative empowered to participate in the work of the Joint Control Commission, while the Delegation of the Russian Federation requested the replacement of a military observer.
No report presented by the Joint Military Command was approved, due to the failure to reflect the real situation in the Security Zone, in particular the lack of information on the checkpoints illegally installed during the Covid-19 pandemic.
