Human rights, free movement and access to agricultural lands in Dubăsari district were addressed once more by Chișinău at the working meeting of the political representatives

On June 20, 2023, a new working meeting of political representatives in the negotiation process for the Transnistrian settlement from Chișinău, Oleg Serebrian and from Tiraspol, Vitaliy Ignatiev took place at the Bender headquarters of the OSCE Mission to the Republic of Moldova, with the participation of the representatives of the actors from the "5+2" negotiation format.

 

The Deputy Prime Minister for reintegration emphasized the alarming situation in the field of human rights in the Transnistrian region and some individual cases (Pleșcanov V., Ermurachi A., Dudnic Vl., Pogorlețchii V. et al.) of illegal and abusive persecution of the citizens of the Republic of Moldova, calling to restore the violated fundamental rights and to have a more active involvement of the OSCE in order to stop the persecutions and respect the standards of international law.

 

The message regarding the necessity to ensure unrestricted access to the region of human rights defenders and journalists from the right bank of the Nistru River, just as it is happening on the right bank, was reiterated. The exclusion of nominal restrictions and prohibitions maintained for persons practicing their professions was also requested.

 

Unconditional and unlimited access of farmers from Dubăsari district to the agricultural lands located along the Camenca-Tiraspol route was requested.

 

Moreover, the repeated request to drop political conditionalities and to facilitate the unimpeded passage of construction materials and means of transport involved in the repair works of local roads in the Corjova, Roghi, Cocieri and Molovata Nouă sectors from Dubăsari district, currently blocked by Tiraspol, was put forward.

 

Responding to Tiraspol's accusations regarding the alleged blocking by Chisinau of the authorization of the import into the region of a medical device intended for computerized tomography, the necessary conditions to be met in this regard were listed, including in the part related to the obligation to register the beneficiary of this equipment with the competent national institutions and to comply with the working provisions of radiological security.

 

Regarding the activity of the vehicle registration points in the city of Tiraspol and the city of Râbnița, the necessity to manage the technical aspects in order to document vehicles with neutral plates in accordance with the requirements of the working regulations was mentioned.

 

Regarding the insistence of Tiraspol to obtain security guarantees in the process of free movement of exponents from the region on the right bank and abroad in the light of the recent amendments to the criminal legislation of the Republic of Moldova, it was noted that this subject is excessively politicized and that in reality the situation is reversed, because Tiraspol maintains the infrastructure of unauthorized checkpoints, subjects citizens to abusive checks and interrogations, imposes various barriers, maintains lists of undesirable persons in the region.

 

Both Chișinău and Tiraspol evoked the need to maintain dialogue in the working format of political representatives and to relaunch meetings of sectoral working groups, primarily of experts in the field of healthcare, environmental protection and road infrastructure.
