2248 economic agents from the Transnistrian region are registered according to requirements of the working legislation of the Republic of Moldova, exporting 57,2% of their total volume of merchandise in the European Union

The data from the State Registry of the legal entities and individual entrepreneurs show that until December 24, 2021, according to the provisions of the Government decision 815/2005, 2248 economic agents with premises situated in the Transnistrian region were registered, of which 1754 were recorded provisionally and 494 permanently.
We remind that in light of provisions of the Government decision 815/2005, the Public Services Agency (ASP) keeps record of the economic agents from the region who conduct export or import operations, provide transport services, networks and/or electronic communication services, assigning them an IDNO code and provisionally registering data in profile registers, with the issuance of certificates from the State Registry and the release of licenses for the needed types of activity, without payment of the tax, with the possibility of receiving a new license at the expiry of the previous one.
Likewise, in light of facilities offered by the working legal framework (the Government decisions 1001/2001, 792/2004, 960/2017 etc), provided that the merchandise introduced by the constitutional institutions stays in the uncontrolled territory, the entrepreneurs from the region benefit from a number of exemptions from payments/ecologic, customs and fiscal taxes, actively conducting foreign commercial operations.
The EU space is the destination for export of merchandise most sought by the regional companies which are registered in ASP and with Moldovan permissive acts, and in 2021 its share amounted to 57,2% (increasing from 56,6% in 2020). Also, most of the commodities imported in the region come from the EU member states (42%).
The economic agents from the Eastern districts of the country, permanently or temporarily registered with the ASP and which conduct foreign commercial activity, can request and obtain certificates of origin for the merchandise (forms ”C”, ”A”, ”CT-1” and ”EUR.1”) from the Chamber of Commerce and Industry of the Republic of Moldova, in compliance with the provisions of agreements of the World Trade Organization, the international commitments assumed by the Republic of Moldova and the working national legislation.
Thus, in 2021, according to the data provided by the Chamber of Commerce and Industry, the above mentioned categories of entrepreneurs were issued 2972 Moldovan certificates of non-preferential origin of merchandise (1684 in 2020).
Simultaneously, according to evidences of the State Fiscal Service, on December 15, 2021, 39 valid patents of citizens with residence on the left bank of river Nistru and Bender municipality were registered in the informational systems of the Republic of Moldova. Most of them concern the sphere of retail (14), hairdresser and cosmetic services (8) etc.
The positive approach and the provision of different attractiveness incentives from Chisinau jointly with facilities offered by the EU have allowed to attract a greater number of economic agents from the region in the legal frame of the Republic of Moldova. Additionally, they benefit from multiple trainings, programs of assistance and informative events (intellectual property, competition, customs procedures, transport operators etc.) from the competent authorities of the Republic of Moldova and foreign partners, being thus helped to integrate in the single economic and trade area.
