Clarifications regarding the dialogue platforms between Chisinau and Tiraspol

In the context of repeated attempts undertaken by representatives of some structures from Tiraspol to directly contact international partners and authorities of the Republic of Moldova, in some cases intentionally sending correspondence with headers containing symbols and positions unapproved by national regulatory framework, we are forced to clarify that these manifestations are inadmissible, aiming tactics with a provocative character and testing the reaction capability of Chisinau.
For these reasons, we remind that until the final and sustainable settlement of the Transnistrian issue within the borders of the unitary and indivisible state of the Republic of Moldova, the communication and interaction between Chisinau and Tiraspol must take place only in the framework of established and agreed dialogue formats and jointly with relevant external stakeholders, respectively, via the 5+2 negotiations format, political representatives in the negotiation process on the Transnistrian settlement and their offices, sectoral Working Groups for confidence building, delegations and representatives approved as members of the Joint Control Commission with regard to the Security Zone perimeter.
Simultaneously, until the all-embracing settlement, the direct and formalized correspondence between structures on both banks of the Nistru river (with the exception of individuals and registered economic agents which perform activities according to the working national law) cannot be carried out and is subject to multiple political sensibilities which can affect the desideratum of the country’s reintegration. We reiterate that the single channel to send any claim/reaction is at the level of chief negotiators from Chisinau and Tiraspol and the offices they coordinate, with statements written on neutral model sheets, without symbols and references to public positions and messages signed on behalf of political representatives and/or their offices.
According to the provisions p.1 sbp. 5), letters a) and b) of the Government Decision no. 605 of August 16, 2013, the position of political representative in the negotiations process for the Transnistrian settlement on behalf of Chisinau is held by the Deputy Prime Minister responsible for implementation of the reintegration policies, who coordinates the activity of the public administration authorities to implement reintegration policies, is assisted in this process by the Bureau for Reintegration Policies, and expresses positions coordinated with high-level decision makers during negotiations.
The communication formats previously mentioned are always observed by the competent authorities of the Republic of Moldova. However, we periodically ascertain intentional transgressions by some representatives on the left bank of the Nistru river, who claim to create the perception of the development of so-called bilateral relations with the right bank and the country’s external partners. Concerning these contraventions , Chisinau always come with appropriate reactions, with respective notification of the international actors from the 5+2 negotiation format and appeals Tiraspol to return to correctness, respect for existing dialogue formats and to stop defiant, arbitrary and insolent techniques.
