Deputy Prime Minister Vlad Kulminski met Robin Dunnigan, Deputy Assistant Secretary responsible for Central and Eastern Europe

05.10.2021, Chisinau – The latest developments and perspectives for the Transnistrian settlement process were tackled by the Deputy Prime Minister Vlad Kulmniski and Robin Dunnigan, responsible for Central and Eastern Europe at the U.S. Department of State, during an official meeting on October 4.

 

Vlad Kulminski expressed gratitude to the United States of America for its support and involvement in the democratic processes of our country.

 

While referring to the security challenges in the region, the Deputy Prime Minister stood out that the Republic of Moldova pleads for stability and the Transnistrian settlement should be addressed peacefully and politically in order to obtain a final resolution with respect to the sovereignty and territorial integrity of the Republic of Moldova.

 

The Deputy Prime Minister stressed that Chisinau demonstrates openness and maximum availability to identify solutions for freight and passenger vehicles from the Transnistrian region. First of all, Chisinau attempted to postpone the implementation of the decision referring to these categories of vehicles until a sustainable solution is found.

 

The Deputy Prime Minister mentioned that neither the Protocol Decision of April 24, 2018 or any other documents related to the negotiation process stipulate commitments to issue neutral license plates for freight or passenger vehicles. According to the Protocol Decision of 2018, neutral license plates are issued only for the following categories: private cars, motorcycles and trailers that do not carry out commercial activities. International mediators and observers also agree that the existing mechanism does not provide for any solution to the problem.

 

At the same time, Chisinau is well aware that transport operators in the Transnistrian region are facing serious difficulties related to the impossibility of entering the territory of Ukraine. Given the humanitarian reasons, the Republic of Moldova is ready to find an immediate solution, not envisaged by documents related to the negotiation process, for not creating problems for people and their economic well-being. Chisinau is ready to issue license plates for these categories of vehicles under facilitated conditions, for them to continue to participate in the road traffic.

 

Thus, Chisinau proposed a simple approach backed up by transport companies - immediately, as a matter of urgency, to solve the problem. Chisinau suggested a quick solution - to provide license plates as an exceptional way, based on a humanitarian approach. The Deputy Prime Minister Vlad Kulminski mentioned: “We are really concerned about the fate of these people and we are willing to help, to offer them the possibility to register these means of transport by derogation, in facilitated conditions, understanding that income and living standards of people depend on this”.

 

At the same time, Chisinau is committed to work on a sustainable mechanism to solve the problem, but its short-term development is impossible, because commercial transport is linked to a number of other topics - tariffs, competitive environment, excise duties and others. The development and formalization of such a protocol represents a comprehensive process.

 

The Deputy Prime Minister expressed the hope that rational compromises will be found and it will be possible to be applied under current conditions, avoiding further escalation in difficult regional circumstances. It was proposed to promote rational, balanced and mature approaches within the negotiation process, hence allowing to identify and endorse rational compromises for the benefit of people for whom they are actually envisaged.

 

The openness to solve the current problem was highlighted, as well as to address other issues on the negotiation agenda, and Chisinau’s readiness to carry out a new meeting in the 5+2 format.

 

In this respect, the Deputy Prime Minister outlined that all existing negotiation formats will be kept functional and interactive. Their activity will lead to a continuous and pragmatic dialogue, thus creating a favorable ground for initiating discussions on the institutional and political agenda of the 5 + 2 negotiation format.

 

At the same time, other topical issues were addressed during the meeting, such as: respect for human rights, assurance of free movement, access to education, and quality medical services.

 

The officials expressed readiness to deepen cooperation on various issues of mutual interest.
