Representatives of the Bureau for Reintegration conducted a fact-finding visit on Wednesday to the Vehicle Registration Point from Tiraspol, operated by the Public Services Agency. The purpose of the visit was to collect empirical data, to assess the processes’ efficiency and provision of services to the population from the Transnistrian region, and to improve the quality of services.

The visit was attended by delegates from the Political Representatives’ offices, as well as the OSCE Mission to the Republic of Moldova. The visit has been previously agreed at the initiative of Chisinau representatives in the sectoral Working Group on Development of Road Transportation and Infrastructure.

The functioning of the electronic line and the possibility to combine it with the live line, the modality to introduce emergency procedures for issuing neutral plates, the improvement of services, etc., were examined.

We would like remind that the two Vehicle Registration Points from the Transnistrian region, in Tiraspol and Rybnita, started their activity on 1 September, 2018, with a break during the emergency situation caused by COVID-19 pandemic. Throughout the functioning period, about 4 thousand vehicles were registered, and during 2019 – August 2020, national model driving licenses were exchanged at the Public Services Agency.

The issuance of neutral license plates was agreed in accordance with the national legislation of the Republic of Moldova, and the 1968 Vienna Convention on Road Traffic, to which the Republic of Moldova is a party. This provides access of means of transport from the Transnistrian region to the international road traffic, with 8703, 8716, 8711 tariff positions. 

Any driver who is the owner and possessor of the means of transport with neutral registration plates is obliged to comply with the legislation of the Republic of Moldova and the international road traffic legal frame.
