The delegation of the Republic of Moldova reiterated during the meeting of the Joint Control Commission in Bender the need to examine the issue of illegal presence of the so-called "frontier structure" in the Security Zone as a risk element for free movement and other fundamental rights of citizens.

 

In this context, the subject referring to conducting an analysis on the situation created in the Security Zone starting with May 1, 2019, when the Transnistrian region supplemented the "frontier structure" forces, abusively assigning them control powers over citizens was brought back to the attention of the Commission. The initiative to take a decision on this issue belongs to the delegation of the Russian Federation, which launched it in July 2019. Being constantly rejected by the Transnistrian side, the subject did not end up on the official agenda of the Commission, and the delegation of the Russian Federation withdrew it long ago, invoking the need for further consultations. During the meeting on July 15, the representatives of the Russian Federation stated that they are not ready to discuss the topic that was initiated by them.

 

At the same time, the delegation of the Russian Federation invoked the need for additional consultations, while Tiraspol representatives categorically rejected the discussion regarding the proposal of the Republic of Moldova delegation to include on the agenda the topic regarding the activity of the "frontier structure" forces in the Security Zone.

 

Another blockage that has emerged in the activity of the Joint Control Commission refers to the “frontier” post abusively installed by Tiraspol between Zahorna and Copanca localities. The representatives of the OSCE Mission to Moldova coordinate a working group established since January 2019 by the JCC mainly for elucidating this issue. The activity of this working group got "stuck" because the Joint Military Command did not provide the set of documents related to Zahorna-Copanca post, received over the years from the local public administration and citizens.

 

Meanwhile, the military observers documented between July 7-13, 2021 the presence of some concrete blocks restricting the traffic between the localities of Corjova and Cocieri. The delegation of the Republic of Moldova asked the Transnistrian side to remove them immediately.

 

The Delegation of the Republic of Moldova considers that the circumstances described above highlight the danger of representatives of the so-called "frontier structure" illegal presence in the Security Zone. As reality shows, this destabilizes the situation in the region, impedes free movement, violates other fundamental human rights and leads to tensions in the Joint Control Commission activity.

 

The Commission managed to approve an action plan aimed at improving service provision conditions at the posts of the Joint Peacekeeping Forces located near Vadul-lui-Voda. The post on the left bank will be relocated as a result of the actions intended to be carried out until the end of this year, so as to unblock the traffic artery on the Cosnita - Balabanesti route and to remove the obstacles hindering the movement of citizens and means of transport.

 

A serious incident occurred in the Security Zone while the Committee was convened. It involved two employees of the Dubasari Police Inspectorate. This stressed that Tiraspol totally defies both: the acts of the peacekeeping operation on the Nistru river and the fundamental human rights. Police officers were stopped in traffic, on the road between Dorotcaia and Grigoriopol, by the representatives of "mgb" and forcibly taken to the Grigoriopol headquarters of this illegal structure.

 

The Delegation of the Republic of Moldova condemns these absolutely illegal actions and, together with the national authorities, has initiated the necessary measures to clarify the case and unconditionally release the concerned citizens.
