The Romanian-language schools, farmers in the Dubasari District, the freedom of movement, and other current issues were addressed at the working meeting of the political representatives in the negotiation process for the Transnistrian settlement

According to the agreed agenda, on 16 August 2022, the online working meeting of the political representatives in the negotiation process for the Transnistrian settlement from Chisinau, Oleg Serebrian, and Tiraspol, Vitalii Ignatiev, was organized - being attended by delegates of the participants in the "5+2" negotiation format.

 

The agenda of the discussions included the dynamics of the meetings and the activities carried out in the sectoral working groups that had convened in 10 sessions in the current year, as it has been agreed upon that in the near future, the experts from the field of telecommunications, education, health care, agriculture and environmental protection will be brought together in new meetings.

 

The main negotiator from Chisinau highlighted the need for the resumption of the educational process in the Romanian-language schools under favorable conditions, the exclusion of deadlines and inadmissible preconditions for ensuring uninterrupted access to agricultural lands in the Dubasari District, the elimination of unjustified obstacles to the free movement in/from the Transnistrian region for all categories of citizens, without managing lists of undesirable persons from Tiraspol, the rational use of water resources from the Nistru river, and the avoidance of any exaggerated political connotations to technical issues.

 

In the same manner, concern was expressed about the difficulties faced in the last period by the residents from the perimeter of the Security Zone, including in the Dubasari District, with barriers/restrictions encountered when transporting different categories of strictly necessary goods, detailed checks of documents and means of transport, and stalling for long periods when passing through the so-called unauthorized checkpoints of Tiraspol, it was requested as soon as possible the removal of these impediments which hinder the lives of citizens.

 

The topic of the import of medicines and phytosanitary preparations by economic agents in the region was addressed by Tiraspol, who was reminded that these imports are carried out according to the rigors of the regulatory framework in force and are not intentionally-invented requirements that go beyond international and of the European Union standards, which were harmonized by the Republic of Moldova. It was specified that the finalization and implementation of the unique nomenclature and the exclusion of parallel approaches would contribute to the sustainable solution of the problem.

 

The political representative from Tiraspol brought back to the discussion the alleged difficulties encountered in the banking sphere and showed himself disturbed by the mechanism put in place from 1 August this year regarding the completion of the notification-allowing procedure for work-related crossings of the state border of the Republic of Moldova for persons with positions of responsibility from the region.

 

For his part, the political representative from Chisinau recalled the need to comply with the rigors prescribed by the national legislation in force and the decisions of the Commission for Exceptional Situations, to depoliticize the activity of law enforcement bodies, to ensure the implementation in good faith of previously assumed commitments, to raise awareness of the complex regional situation and its current risks, to ensure a plenary free movement in the region and similar to the approaches shown by the competent authorities of the Republic of Moldova concerning the inhabitants of the Transnistrian region of the country, and to avoid scenarios of escalation and tension of the situation.

 

The key negotiators agreed that they will continue to maintain an active dialogue focused on solving existing problems in the interest of citizens on both banks of the Nistru river.
