Principles of activity and duties

• The main task of the Moldovan delegation to JCC is to organize the monitoring of the situation in the Security Zone and to take preventive decisions, based on consensus of the parties, aimed at maintaining peace and rule of law in the peacekeeping process.

 

• The delegation of the Republic of Moldova to JCC, in conjunction with local authorities and central government, contributes to the positive resolution of issues related to public security, peace and rule of law in the Security Zone.


• Moldovan delegation to JCC, in accordance with its tasks, coordinates the peacekeeping force contingent and military observers from the Republic of Moldova, directs the activity of the law enforcement agencies depending on the situation in the Security Zone.


• Members of the Moldovan delegation to JCC must show an unbiased and impartial attitude when presenting the situation in the Security Zone and in the adjacent territories, has to evaluate the events and the situation based on facts and circumstances presented in the reports of the Unified Military Commandment, and on the information and data accurately verified and presented by competent authorities.


• While being guided by the decisions adopted within JCC, the delegation of the Republic of Moldova takes part in the achievement of the measures meant to ensure peace and rule of law in the Security Zone as well as to clarify the causes and circumstances that lead to the lack of fulfillment/accomplishment or blockage of previously adopted agreements/arrangements and to the violation of the provisions taken in the JCC. The delegation also reveals and removes the causes and conditions that lead to the destabilization of the situation in the Security Zone, undertakes research measures of the incidents in the area of responsibility and in case of worsening the situation, submits proposals regarding the improvement of the situation.


• In order to accomplish their tasks, the members of the delegation of the Republic of Moldova in the JCC are permanently collaborating with the central and local public administration and have the right of free access to enterprises, institutions and organizations, regardless of their form of property or judicial organization, thus including military units located in the Security Zone.


• Decisions are adopted by consensus within JCC, are oriented towards the preservation of peace in the Security Zone, have a mandatory character in the Security Zone and in the adjacent territories for all citizens of the Republic of Moldova, for central and local public administration authorities, for community and non-governmental organizations as well as other institutions.


• In the aim of consolidating the collaboration of public administration bodies towards the maintenance of peace and the rule of law in the Security Zone, towards raising the management efficiency of the peacekeeping forces and of the activity of the bodies designed to maintain the rule of law, the delegation of the Republic of Moldova in the JCC is entitled to make recommendations to the leaders of central and local public administration authorities regarding certain aspects of their activity in the Security Zone.


• While aiming to ensure transparency of its activity, the delegation of the Republic of Moldova in the JCC regularly posts relevant information and communiqués in mass media.
