Moldovan PM presents Budget + PLUS financial package

3 april 2025, Chișinău - The largest financial package allocated by the government of Moldova for investments and economic growth - the Budget +PLUS, today was unveiled by Prime Minister Dorin Recean at a news conference, held jointly with Deputy Parliament Speaker Doina Gherman. The budget allocation is possible thanks to unprecedented support on behalf of the European Union for the carrying out of the Growth Plan for Moldova and the Energy Resilience Programme.

 

According to Prime Minister Dorin Recean, the Budget +Plus will ensure the country's economic growth and will allow authorities to continue supporting citizens. Thus, about 8 billion lei will be earmarked for two dimensions: the energy package and the economic development package.

 

The energy package involves continuous support for citizens and includes several essential social measures:

 

- compensations for electricity in invoices for the first 110kWh, already provided for last February and March and which will be offered till the end of 2025;

 

- monetary compensation for heating provided during the cold season. For example, in February alone, monetary payment for the most vulnerable categories of people was 1,400 lei;

 

- compensations allocated to Local Public Administration for hospitals, kindergartens, schools and other social institutions to reduce invoices’ costs;

 

- compensations for enterprises in the agro-food sector. Throughout the 2025 year, enterprises will receive compensation for 50 per cent of the increase in electricity tariffs.

 

- energy efficiency projects;

 

- Easter assistance for families, making it easier to get out of winter and pay the invoices.

 

The second package includes massive investments in infrastructure and projects to be completed by the end of 2025, which will boost economic growth by over 5 per cent till 2028. The economic development package includes:

 

- 1 billion lei for local roads in about 100 settlements, 230 local and regional projects across the country, modernization of courtyards in Chisinau and regional agricultural markets in Edinet, Balti, Ungheni, Comrat, Cahul;

 

- 1 billion lei for repairs for about 200 km of regional and district roads;

 

- 200 million lei for the modernization of school canteens in the country;

 

- 200 million lei for 700 entrepreneurs to create new jobs;

 

- 200 million lei for farmers, to be provided by the Agency for Intervention and Payments in Agriculture;

 

- 60 million lei for young employees – 3,000 lei will be granted as a salary supplement for young employees at their first job at home;

 

- 100 million lei for environmental projects;

 

- 85 million lei for repairing the access road from Cantemir to the Falciu railway bridge, where traffic has been stopped for 30 years;

 

- repair of the Valeni railway segment.

 

„These are a string of investments and projects we plan to complete by the end of the year or even sooner, in order to stimulate economic growth. At the same time, continuing on the European path means even more funds for projects and economic development will come in the following years. Certainly, all this is possible, if we continue on the right path, on the European road and work together for Moldova to develop”, said Prime Minister Dorin Recean.

 

The Budget +Plus is set to be proposed for approval today at the cabinet meeting, after which it will be submitted parliament.
