Moldovan PM describes Constitution not only as legal act, but also moral, political

Prime Minister Iurie Leanca today participated in an international conference dedicated to the 20th anniversary of the Moldovan Constitution, titled “The role of constitutional justice in protecting the rule of law values”.

 

The prime minister highlighted the importance of the Fundamental Law in the history of building the state, as well as for Moldova’s future. "There have been lately heard more and more opinions on the need to change the Supreme Law of the country - which, in turn, raises more questions; namely, if the provisions of the present Constitution are consistent with the nowadays’ realities, problems and goals. These are discussions the Western democracies had only a few decades ago, the ones representing a model for Moldova at present," said the prime minister.

 

In this context, the prime minister urged the participants to exchange views and arguments, noting that in all debates - especially those relating to the amendment of the Constitution – the sides must act very responsibly, taking into account all the possible consequences for the citizens and state.

 

Iurie Leanca underlined that the strength of the Constitution lied not only with the text, noting that the vitality of the Fundamental Law was based on the values a society was edified on: ideas, customs, public and political dialogue between the institutions. The prime minister expressed belief that the respect for the principles and values set forth in the Constitution could be consolidated only by actions.

 

"The Constitution established our common dream of a country in which we want to live. Presently, it depends on each of us individually and all of us together when and how this dream will become reality. Each year brings new experiences, new decisions by the Constitutional Court, and new trends in the constitutional doctrine. All these shed new light not only on the content and spirit of the Constitution, but also highlight the depth and seriousness of our commitment to respect the Constitution," said the prime minister.

 

The prime minister spoke about the challenges with regard to the Supreme Law during years. "The Constitution is the supreme law of the country, setting limits for state authorities, the exact role of the Constitutional Court, and ensuring the protection of human rights. The Constitution must always be observed. This is our purpose - to establish the powers of the government, to set out the powers and responsibilities of officials and to guarantee that all public authorities act in strict accordance with the Supreme Law. Only then will we have a truly democratic state and only then will the rights and freedoms or citizens be effectively achieved, "concluded the prime minister.

 

The conference dedicated to the 20th anniversary of the Constitution is organised by the Constitutional Court in cooperation with the parliament. President Nicolae Timofti, Parliament Speaker Igor Corman, Venice Commission President Gianni Buquicchio, Constitutional Court President Alexandru Tanase, as well as delegates from 30 countries attended the event.
