Moldovan government approves two regulations to facilitate export to EU market

The cabinet today approved two normative acts establishing the rules of enforcing the Moldova-EU Association Agreement in the part dealing with the free trade regime between the European Union member states and Moldova.

 

It is about a regulation on managing the tariff contingents at the import/export of to/from Moldova and a regulation on the completion, authentication, issuance and subsequent control of preferential certificates of origin of goods.

 

The first regulation will ensure access of Moldovan goods to the EU market in preferential regime, that will provide new trade opportunities for Moldovan producers and the country’s economic development. It is worth mentioning that the goods from EU could be imported in Moldova within the limit of the stipulated contingents, set to ensure the needed balance on the home market.

 

Also, the regulation contains provisions that will lead to turning exports more transparent. Thus, the ensuring of the quantitative record of the tariff contingents by electronic means will reduce the risk of avoiding the customs payments, and publication of data on available quantities for import in online regime will help improve the conditions for the business environment, thus ensuring equal opportunities for entrepreneurs carrying out economic activities outside Moldova.

 

Under the government decision, the Customs Service has the duty of managing the tariff contingents for the import and export of goods to/from Moldova, and the import and export authorizations on certain groups of goods specified in the regulation are issued by the Licencing Chamber.

 

The second document sets the normative framework of the enforcement and work of the procedure of authentication and issuance by the Moldovan customs bodies of goods’ certificates of origin, as well as conditions that must be fulfilled by the applicants for the preferential certificates of origin of goods for export.
