The alarming human rights situation in the Transnistrian region, the current challenges in the field, the barriers encountered by human rights defenders and representatives of the Moldovan public authorities during the process, as well as possible joint intervention for improving the situation were discussed at the meeting of head of the Reintegration Policies Bureau, Alin Gvidiani with head of Department for the Execution of the Judgments of the European Court of Human Rights (ECHR), Clare Ovey.
In particular, the recent alarming approaches of Tiraspol were addressed, in the context that it has implemented abusive measures of persecution and punishment of individuals under the alleged strategy of fighting ‘extremism’, in fact focused on eliminating any form of free expression, deepening the self-isolation of the region, prohibiting the reporting of violations committed to the constitutional authorities and international partners; the need was highlighted for strengthening efforts and mobilize the existing potential to stop these serious slippages and return to internationally guaranteed and compulsory standards.
There was an exchange of information and views on the difficulties encountered in the execution of some ECHR judgments concerning victims from the eastern districts of the country, as well as on potential further actions to be taken in order to mark relevant progress, while it was also stated that for the ’Catan’ and other cases, judgement of October 19, 2012, there have been no significant developments in the context of the failure to solve the issue of providing Latin-script schools with their own premises suitable for the educational process, but also because of the failure to implement other measures decided by the High Court and which are beyond the capacities of the Moldovan authorities.
