The first meeting of the working groups for education in 2022

The meeting of the working groups for education, conducted in videoconference format, was held at the headquarters of the OSCE Mission in Chisinau, with the participation of representatives of the "5 + 2" negotiation format. The delegation from Chisinau was led by the Secretary of State of the Ministry of Education and Research Adriana Cazacu-Țigaie, coordinator of the working group.
During the dialogue, the subject regarding the provision of the education institutions with their own premises was discussed as a priority, especially for the Theoretical High School "Evrika" from Râbnița, Theoretical High School „Ștefan cel Mare şi Sfânt” from Grigoriopol, temporarily located in Doroțcaia village and for the “Mihai Eminescu” Theoretical High School from Dubasari, temporarily located in Corjova village. In this context, the primacy of solving the subject in question in the interest of the children from these institutions was mentioned, respecting all the requirements of the right to education. Moreover, the experts from Chisinau reminded the profile experts on the left bank of the Nistru River about the lack of a plan/vision, discussed during the previous meetings, regarding the provision of adequate premises to the mentioned institutions.
Another subject referred to ensuring the proper functioning of Romanian language teaching schools, the optimal development of the educational process and the unhindered access of students and teachers to the educational process.
We remind that out of the 8 educational institutions with teaching in Latin script, 5 are forced to rent spaces from the so-called local structures in the region, and 2 are temporarily operating in a locality other than the one where the students and teaching staff reside.
The representatives of Chisinau informed about the actions being taken to ensure the right to education in the mother tongue for young people on the left bank of the Nistru River and Bender municipality and for access to education in institutions of higher education both in the Republic of Moldova and abroad.
In this context, it was stated that the authorities from Chisinau are undertaking a whole range of beneficial measures for young people on the left bank of the Nistru River and Bender municipality, including the possibility to continue their studies abroad through the mechanism of apostille of neutral model diplomas, implemented without impediments (Protocol decision of November 25, 2017).
Regarding the issues related to the super legalization of diplomas and the request for nominal lists of students, invoked by experts from Tiraspol, the representatives of Chisinau recalled that super legalization and apostille are two different procedures that need to be differentiated, and, in the case of lists, inadmissibility of their request was stressed, as well as the need to comply with the rigors of the current regulatory framework on access to and processing of personal data.
