BEI (Bureau for European Integration)

The Bureau for European Integration (BEI) is a structural subdivision within the State Chancellery responsible for coordinating the European integration process at national level, functionally subordinated to the Deputy Prime Minister for European Integration.
The Bureau is tasked with the following responsibilities:
1) Coordinating the fulfillment of commitments made by the Republic of Moldova in its accession process to the European Union, as well as based on the Association Agreement and the Association Agenda 2021-2027.
2) Organizing, coordinating, and ensuring programming, implementation monitoring, and reporting activities related to the process of association, accelerated integration, and accession of the Republic of Moldova to the European Union.
3) Coordinating the drafting, updating, implementation, and monitoring of the National Action Plan for the Accession of the Republic of Moldova to the European Union.
4) Assisting the Working Groups for negotiating the accession of the Republic of Moldova to the European Union in the elaboration of national policy and planning documents related to the EU accession process, ensuring their submission within the established deadlines, and verifying their quality.
5) Coordinating the implementation of the EU acquis in cooperation with the Centre for Harmonization of Legislation.
6) Ensuring the coherence of the EU accession negotiation process and the implementation of the Association Agreement in cooperation with the Directorate for Coordination of Foreign Assistance and European Funds of the State Chancellery.
7) Coordinating strategic communication and training policies in the field of European integration.
8) Coordinating the process of translations in the process of negotiating accession to the European Union.
9) Jointly with the Chairs of the Interinstitutional Committees, the Chairs and Secretaries of the Working Groups, the Bureau coordinates the work in the process of negotiating the accession of the Republic of Moldova to the European Union.
10) The Office elaborates methodological instructions for the preparation of negotiating positions and other documents necessary for the process of negotiating the accession of the Republic of Moldova to the European Union.
11) The Office provides organisational, technical, analytical, and expert support to the work of the Deputy Prime Minister for European Integration, the Negotiating Team, and the Interinstitutional Coordination Council.
12) The Office coordinates the monitoring and evaluation activity, prepares reports on the conduct of the EU accession negotiation process and the implementation of planning documents in the field of European integration, proposing solutions for the implementation of their conclusions and recommendations.
The coordination and monitoring of the European integration activities of the Bureau are conducted in close cooperation with the Centre for Harmonization of Legislation and the structure of the State Chancellery responsible for the coordination of foreign assistance and European funds. This collaboration aims to clarify the relevant aspects of the process of legislative harmonization and the alignment of foreign assistance with the implementation of the commitments undertaken in the negotiation process with the European Union.
