The comment from the Bureau for Reintegration Policies following the new signals about the deteriorating health condition of the illegally detained individual Victor Pleșcanov

In the public sphere and directed towards the Bureau for Reintegration Policies, new signals are being received regarding the significant deterioration of the health condition of the citizen of the Republic of Moldova, Victor Pleșcanov.

 

He has been incarcerated for approximately a year and a half by representatives of unconstitutional structures because he publicly expressed a negative view about the outbreak of the war in Ukraine.

 

The law violations to which he is subjected and the inhumane detention conditions have led to the deterioration of Victor Pleșcanov's health. Additionally, he has not been sufficiently informed explicitly about his medical situation, and his hospitalization in a healthcare facility in the Transnistrian region was forced.

 

The malicious actions of the authorities in Tiraspol jeopardize the life and health of Victor Pleșcanov.

 

Thus, the Bureau for Reintegration Policieshas repeatedly demanded the immediate release and restoration of rights for the illegal detainee, including by providing the opportunity for an alternative medical opinion and appropriate treatment.

 

Mediators and observers of the negotiation process, development partners of the Republic of Moldova, including the OSCE Mission in Moldova and the International Committee of the Red Cross, have been informed to influence Tiraspol to release Victor Pleșcanov and to intervene promptly with the necessary support to ensure access for qualified independent medical professionals to assess the health status of the person in question and provide appropriate medical assistance.

 

The Bureau will continue to monitor the case of citizen Victor Pleșcanov, maintaining collaboration with the relevant authorities of the state, civil associations, diplomatic missions, and international organizations managing the human rights component in the Republic of Moldova.
