Comment of the Bureau on the refusal to ensure passage to the localities from the left bank of Nistru to some citizens of the Republic of Moldova

06.05.2021, Chisinau – The Bureau for Reintegration Policies disapproves the discriminatory approach applied towards some citizens of the Republic of Moldova, who are restricted on the fundamental right to free movement in the localities from the left bank of Nistru, as well as on access to their own homes, and on communication with their relatives.
We would like to mention that the persons who have “prohibitions” or who are registered in the so-called “prohibition lists” of the enforcement structures from the region, should take into account the probability of unpredictable situations when passing through the Transnistrian checkpoints and should avoid such trips until the settlement of these problems.
The issue of bans imposed and maintained for long periods of time towards certain Moldovan citizens living in the eastern part of the country, who are restricted from access to their permanent residence and who are also declared undesirable persons in the region, including on individual cases, has been repeatedly addressed within the Chisinau-Tiraspol dialogue platforms. The request to waive the violation of inalienable rights and to bring the situation to normal is constantly reiterated.
Moreover, there have been addressed constant appeals to the mediators and observers in the "5+2" format and to the relevant international partners to provide the necessary support on ensuring respect for human rights in accordance with the international law standards.
For reasons not depending on Chisinau it is impossible to exercise effective control over the situation in the Transnistrian region. Regardless of this, the authorities of the Republic of Moldova will continue to use all available intervention levers to provide prompt assistance to its citizens and obtain restoration of their legally and universally guaranteed rights.
