2025 – 2029 National Programme of the Accession of the Republic of Moldova to the EU

28 May 2025, Chișinău - The Cabinet of Ministers has approved the 2025 – 2029 National Programme of the Accession of the Republic of Moldova to the EU (NPA), the main document defining the reform priorities, concrete steps and terms necessary for the implementation of the actions undertaken in the process of preparation for accession. 

 

The Programme aims to prepare the Republic of Moldova for EU membership through a complex process of legislative and institutional harmonisation. It covers 33 negotiating chapters, including the political (functioning of democratic institutions, public administration reform and public finance management) and economic components, structured in six thematic clusters.

 

Our efforts over the next five years will show how prepared we will be as a country for accession. Aligning with European standards to ensure a better life here at home is not a bureaucratic exercise. It is essentially a profound transformation of our society, with direct benefits for everyone. We are not making these reforms 'for Brussels', but for the citizens of the Republic of Moldova’, said Deputy Prime Minister for European Integration Cristina Gherasimov.

 

The document foresees the transposition into national law of more than 3 000 EU acts, through 1 791 legislative measures and 1 088 implementing actions.

 

Putting the policies contained in the Programme into practice will contribute to a better quality of life for citizens - from more efficient public services, functional justice, quality education, a high-performing healthcare system, modern and competitive agriculture, to better regional and local roads and a cleaner environment. And for business, the most important benefit will be access to the European single market, on an equal footing with businesses in other European countries and without tariff, bureaucratic or other barriers, with access to over 450 million consumers.

 

This Programme is the result of hard work and unprecedented interinstitutional cooperation. It brings us closer to our national goal: Moldova's accession to the European Union’, said Cristina Gherasimov.

 

The implementation of the NPA will be coordinated by the State Chancellery, through the Bureau for European Integration, and the results will be reflected in an annual report to the Government and Parliament.

 

The NPA will be updated every year, starting in October, by integrating the recommendations and benchmarks set out in the European Commission's annual progress report, as well as other commitments undertaken during Moldova's accession negotiations with the European Union.
