Cluster 1 - Fundamentals is the first open and the last closed in the EU accession negotiations, as progress in these areas influences the overall pace of the integration process.

Cluster 1 comprises the ‘economic criteria’; the "political criteria", divided into ‘functioning of democratic institutions’ and ‘public administration reform’, also five chapters:

• Ch. 5 - Public procurement;

• Ch. 18 - Statistics; 

• Ch. 23 - Judiciary and fundamental rights;

• Ch. 24 - Justice, freedom and security;

• Ch. 32 - Financial control.
